Sweden’s gambling market expands in 2025 as licenses rise and online casinos drive growth

Sweden’s gambling market has been increasing consistently over the last few years, with 2025 showing the same growth. In 2025, the number of licensed operators went up by nearly 6% from the previous figure in 2024. In fact, industry data states that there were approximately 588 operators that were active in the market in 2025.
It is clear to say that the gambling market in Sweden has been expanding rapidly in the last few years, courtesy of the online gambling scene. During 2025 Q3, gambling revenue in the country increased 0.5% year-on-year to reach SEK 6.71 billion ($712.6 million). Figures from the gambling regulator Spelinspektionen stated that commercial online gambling continued to lead the growth as the primary gambling revenue source.
With the many gambling platforms active in the market, players have been having a hard time navigating to find platforms that suit them. And with fraud being one of the biggest challenges in the iGaming market, players don’t take any chances. You see, to help navigate the market, players can consult rankings of the best online casinos in Sweden, highlighting sites with proper licensing, strong security measures, fast payouts, and features such as mobile performance and BankID login.
Online gambling driving growth
Spelinspektionen reported that operators with a Swedish licence were running the show when it came to revenue. The yearly report by the regulator stated that licensed operators generated net revenue of SEK 28.2 billion in 2025, a 1.3% increase from 2024. Online gambling continued to take the biggest chunk of the revenue, with commercial online gambling and betting turning over more than SEK 18 billion, a 3.3% increase.
It would be interesting to note that most of the gambling revenue is being generated by only a few of the “top dogs” in the landscape. Actually, you’d be surprised to know that the top 10 license holders generate about 73% of the total turnover.
The report by Spelinspektionen continued to elaborate on the rift between retail segments and online casino play. For instance, restaurant casinos took SEK 74 million in Q4, versus nearly SEK 5 billion made online. At the same time, the figures also captured the end of an era for land-based casinos. The last of the brick-and-mortar casinos (state-owned Casino Cosmopol) was closed in 2025, but not before it generated SEK 34 million in the year. However, SEK 26 million was booked in Q1 and SEK 8 million in Q2. The last half of the year recorded zero.
It is true that there is little revenue that is being brought by physical platforms, and that’s why online gambling is leading the charge. However, the biggest question would be, why is the online gambling sector growing at a tremendous rate?
Why has online gambling taken charge
To begin with, the convenience that comes with online casino gaming or betting can’t be compared. With physical casinos, you have to plan yourself accordingly, and ensure that you have set apart good time in order to make the best out of the gaming experience. And since physical casinos are not always everywhere, you need to take a journey just to enjoy playing poker or spinning reels.
However, with online casinos, the operator is always where you want them to be. Be it on the train, the beach, your bedroom or whatever place you are. As long as you have an internet connection, you are free to enjoy your favorite games.
Smartphones have also made everything more seamless. Apart from using a bulky PC or laptop, you can always enjoy a good game with your everyday device. The fact that you can carry your smartphone anywhere you go makes it very accessible and convenient.
The other thing with smartphones is that you can easily integrate them with modern payment methods. Payment methods like mobile money, e-wallets, crypto or bank cards are easier to integrate when using your phone. Because of this, players can easily make wagers since there is no long process of making deposits or withdrawals. In 1 hour, you will have logged in, made a deposit, spun a couple of slots and sent a withdrawal request. If you are using crypto, you can even get your withdrawals almost immediately.
The tightening of regulations and its effects
One of the biggest challenges facing the online gambling industry in Sweden has been the issue of unlicensed players increasing the competition for legal sites. You see, illegal sites always try to stand out as the better option for the tightened rules in the licensed arena. You see, the gambling reforms of 2019 saw stricter operator oversight and enhanced protection. The reforms included:
- Mandatory deposit limits
- Restriction on bonuses to one bonus per player
- Strengthened AML measures
- Self-exclusion tools (Spelpaus)
- 18% tax on revenue
As much as these reforms are aimed towards player protection, some players feel like they are very stringent. For example, the restriction on bonuses has been a major factor leading many players towards the black market, where there are no restrictions. Additionally, high rollers who love making large deposits may feel constrained by the deposit limits. All these have influenced the channelization rate in the country. Whereas the goal is 90% via licensed sites, the gambling regulator recorded a 74%-85% rate in 2025 Q3.
In the midst of all this, the Swedish government is doing all that it can to combat illegal gambling. However, to improve channelization, it needs to get the proper balance between offering protection to Swedish players and keeping the licensed platforms inviting. Otherwise, it will be very hard to keep players around, despite doing the most to offer them a safe gaming environment.
